Department history

In 1993-2019, the department was headed by Doctor of Medical Sciences, Professor Kamaliev Maksut Adilkhanovich – specialist in the field of public health and health care. Participated in the preparation of many legislative, policy and regulatory documents. Author of standard curricula in many disciplines. Under his scientific supervision, 13 PhD theses, 2 PhD theses and 1 Master’s thesis in International Public Health at the University of Berlin have been defended. Author of over 400 scientific, methodological and educational works in domestic and foreign press. Combined work with the position of Dean of the Faculty of Foreign Students (1995-2000), Director of the Educational Department of Public Health (2011-2016), Vice-Rector for Academic Affairs (2016-2017).

In the 2019-2020 academic year, by the order of the rector, the departments were merged: the department of general hygiene and ecology, the department of public health and health care, the department of epidemiology with a course of HIV infection. The new name is the Department of Epidemiology and Public Health with HIV infection. By the order of the rector, the head of the department was appointed Zikriyarova Sanam Makhsutzhanovna – candidate of medical sciences, associate professor.

In the 2020-2021 academic year, by the order of the rector, a new department was transformed – Public health, Nurbakyt Ardak Nurbakytkyzy – candidate of medical sciences, associate professor was appointed head of the department.

In March 2022, by order of the Rector, Kozhekenova Zhanat Asetovna, PhD, was appointed head of the department.

On 31.08.2023, by Order of the Rector No. 423, the Department was renamed the Department of Public Health.

Department of Public Health and Health Care

The department was organized on February 1, 1935 (order for the Kazakh Medical Institute No. 8 § 9 dated January 19, 1935) and in the first years of its creation was called the Department of Social Hygiene. In the 40-50s, it was called the Department of Health Organization and History of Medicine. In 1966 it was renamed into the Department of Social Hygiene and Health Organization with a course in the history of medicine. In 1993-1998. – Department of Social Medicine and Healthcare Management with a course in the history of medicine. From 1999 – 2018, the department was called Public Health, and in 2018 it was renamed the Department of Public Health and Health.

Changes in the name of the department and its reorganization corresponded to the tasks that were set before it in certain historical periods of the country’s development.

The organizational stage and the formation of the department are associated with the activities of specialists sent to work in Kazakhstan by the People’s Commissariat for Health of the RSFSR. Here you can name the first heads of the department: Manzon S.A. – a graduate of the Prague Medical Institute, headed the department in 1935-1936; Popov N.I. – Graduated from the Faculty of Medicine of I Moscow State University, headed the associate course of social hygiene in 1936-1938. They successfully completed the tasks of theoretical and practical development of the principles of socialist health care, studied the issues of cost accounting in hospitals, the principles of building a district district, medical and sanitary services for workers and rural workers.

During the Great Patriotic War, all the attention of the department was focused on the issues of medical and sanitary support of the front and the deployment of rear hospitals, medical and social services for the population, including evacuees. In 1941-1943. the department was headed by I.V. Alfimov – a graduate of the medical faculty of the Ural State University.

From 1943 to 1949 the department was headed concurrently by the Minister of Health of the Kazakh SSR S.A. Chesnokov. During this period, the department was taught by such experienced specialists and teachers as N.O. Senkov. (later in 1963-1971 – Minister of Health of the Kazakh SSR), Mirovaleva Z.G. (later an employee of the Ministry of Health of the Kazakh SSR). From 1949 to 1951 the department was headed by G.F. Shkradyuk,

From 1951 to 1959 the department was headed by the candidate of medical sciences, associate professor Polyansky A.N. During this period, 7 teachers worked at the department, of whom then defended their Ph.D. theses on the history of medicine BN Palkin, AR Chokin. In subsequent years, the scientific and practical interests of the department corresponded to the ideology of socialist construction, among which the most ambitious were measures for the general medical examination of the population.

In 1959, the department was headed by R.I.Samarin, a graduate of the Kazakh Medical Institute, in 1960-1963. – Rector of the Alma-Ata State Medical Institute. Under the guidance of Doctor of Medical Sciences, Professor R.I. Samarin. 3 doctoral dissertations were defended (Chernobrov P.N., Gonopolsky M.Kh., Chokin A.R.) and 28 candidate dissertations. During these years, they graduated from the full-time postgraduate study at the department and defended their Ph.D. theses Ismailov Sh.M., Makatova V.A., Sayatova A.S., Slazhneva T.I., after extramural postgraduate study they became candidates of medical sciences Petrov P.P., Kostenko G.R., applicants: assistant Ilyin I.V., workers of the Ministry of Health of the Kazakh SSR Ivanova N.I., Kozyreva R.V., workers of practical health care Inderbiev M.G., Dushmanov S.Kh., Nevel N.N. and etc.

In 1969, an independent department of the history of medicine was separated from the department, headed by A.R. Chokin, Doctor of Medical Sciences (1967), Professor (1968). Under the guidance of Professor A.R. Chokin 2 doctoral (Dushmanov S.Kh., Sviridova L.E.) and 9 candidate (Shabdarbaeva M.S., Efremova L.S., Zhakupova M.A., Abylkasymov E.A., Anambaev I.A. and others) theses. In 1987, after the departure of Professor R.I. On retirement, the two departments were again merged into one, the head of which was Professor A.R. Chokin.

Department of General Hygiene and Ecology

 

The Department of Experimental Hygiene (later General Hygiene), one of the oldest in KazNMU, was organized in February 1930.

The first head of the department was Associate Professor Boris Ivanovich Ilyin-Kakuev (1931-1932), then Nikolai Nikolaevich Popov, one of the first organizers of the sanitary service in Kazakhstan (1932-1948), was elected by competition.

In the postwar years, scientific research at the department was carried out in the following areas: planning and improving cities, organizing rural water supply, planning new industrial centers, rural hygiene. Large-scale research has been carried out to study industrial waste water from non-ferrous metallurgy enterprises in Kazakhstan. During this period (1948 – 1968) the department was headed by Doctor of Medical Sciences, Professor, Honored Scientist Ivan Sergeevich Koryakin.

In 1968, Doctor of Medical Sciences, Professor Faizi Akhmetovich Daulbaev, one of the first graduate students of Professor I.S. Koryakin, became the head of the department. Under the leadership of F.A. Daulbaev, approaches were developed to improve water supply in the republic, prevent gastrointestinal diseases, caries, fluorosis, especially among the rural population; the effectiveness of the implementation of measures for the neutralization and use of wastewater at non-ferrous metallurgy enterprises was assessed.

With the arrival in 1980 of the new head, doctor of medical sciences, professor Kazi Rakhimzhanovich Amrin, new scientific directions began to develop at the department – these are issues of environmental protection, forecasting the quality of the human environment and the level of diseases associated with environmental changes, the development of estimated indicators of the body’s response to the impact of harmful factors.

In 1994, the department was divided into 2 departments: “General Hygiene” and “Medical Ecology”, which were headed respectively by Dr. med. M.A. Shortanbaeva and MD M.N. Omarova.

In 1995, these departments were merged with the scientific and problem laboratory “Medical Ecology” into a single scientific and educational association (NUO) “Hygiene”, headed by Doctor of Medical Sciences, Professor Usen Ismailovich Kenesariev. In 1999 the NUO “Hygiene” was renamed into the Department of General Hygiene and Ecology.

Scientific research conducted under the guidance of Professor U.I. Kenesariev, are devoted to an important environmental problem – improving the reliability and hygienic efficiency of measures for environmental protection, public health and disease prevention in ecologically unfavorable regions of the Republic of Kazakhstan. Within the framework of scientific programs at the department under the guidance of Professor U.I. Kenesariev completed 8 doctoral and 32 master’s theses, 8 master’s theses.

The department carried out 9 scientific research works (SRW), carried out by order of the Ministry of Education and Science; The Ministry of the Environment; Ministry of Health; Ministry of Labor and Social Protection. A number of topical international scientific projects and programs were implemented jointly with the UN Office in the Republic of Kazakhstan, international oil and gas companies and other private and state enterprises.

The staff of the department made scientific reports and underwent training in Switzerland, England, USA, Egypt, Israel, Italy, Spain and CIS countries. Regularly took and are taking part in conferences, symposia and seminars at all levels, as well as in the work (membership) of various permanent committees, councils, associations, academies of international and republican levels

In 2011-2017, the department operated a specialized laboratory for assessing the risks to public health, the creation of which was approved by the Academic Council of KazNMU (protocol No. 7 of March 29, 2011).

From 2017 to 2019, the head of the department was Kenesary Dinara Usenovna – PhD. With the participation of D.U. Kenesary more than 10 research projects and projects of national and international level were carried out. She is the author of more than 40 scientific and methodological publications, including guidelines on economic assessment and management of public health risks from chemical factors, approved by the Ministry of Health and Social Development of the Republic of Kazakhstan, the textbook “Medical Ecology”, the head of 2 master’s theses.
