An expert in health technology assessment (HTA) with extensive international experience and in-depth knowledge of healthcare organization, including clinical guidelines and HTA. She has trained at leading European institutions such as Charit\u00e9 \u2013 Universit\u00e4tsmedizin Berlin, Radboud UMC (Netherlands), and NICE (UK), and actively participates in international research projects and conferences. She has significant experience working in key healthcare organizations in Kazakhstan, including the National Center for Healthy Lifestyle Promotion and the National Scientific Center for Health Development of the Ministry of Health. She is a member of the international organization Health Technology Assessment International and a permanent member of the dissertation council of KazNMU. Her scientific activities include more than 30 publications, the development of original models and patents, as well as participation in major international educational and research programs.<\/p>\n

\"\"<\/a>Maksut Kulzhanov<\/span><\/b><\/p>\n

Doctor of Medical Sciences, Professor, Advisor to the Chairman of the Board \u2014 Rector of S.D. Asfendiyarov Kazakh National Medical University<\/strong><\/p>\n

– an outstanding Kazakh scientist and manager in the field of public health, Doctor of Medical Sciences, Professor, and recognized founder of the Kazakh School of Public Health. After graduating from the Karaganda Medical Institute in 1972, he rose through the ranks from Deputy Minister of Health to Rector of the Higher School of Public Health and first Director General of the Republican Center for Health Development of the Ministry of Health of the Republic of Kazakhstan. Since 2015, he has been the chairman of the board of the Republican Medical Chamber and the chairman of the dissertation council of KazNMU in the specialty \u201cPublic Health.\u201d He has extensive international experience, including membership in the executive bodies of WHO, UNAIDS, the Global Fund, and other prestigious organizations. For more than 30 years, he has been an active participant in WHO meetings, has trained over 100 doctors and candidates of medical sciences, and is the author of more than 200 scientific publications.<\/p>\n

He has been awarded the high government award \u2013 the Order of Parasat (2023) and is a laureate of the Toregeldy Sharmanov International Prize (2025).<\/p>\n

Over her more than 30-year career, she has held senior positions in leading medical institutions in Kazakhstan: CEO of Regional Diagnostic Center LLP (2018\u20132022), Director of the Republican Center for Special Medical Care (2015\u20132018), Director of the Balbulak Republican Children’s Rehabilitation Center (2014), Director of the Scientific Center for Pediatrics and Pediatric Surgery (2011\u20132014), Director of the Department of the Committee of the Ministry of Health of the Republic of Kazakhstan for Almaty (2009\u20132011), Executive Director for Technology Transfer at National Medical Holding JSC (2009), Director of the National Scientific Center for Motherhood and Childhood (2006\u20132009), Head of the Department of Medical Care Organization of the Department of Medical and Preventive Care of the Ministry of Health of the Republic of Kazakhstan (2006\u20132007), as well as Professor and Head of the Department of Reproductive Health of the Higher School of Public Health of the Ministry of Health of the Republic of Kazakhstan (1999\u20132006). Author of 152 scientific articles, 12 methodological manuals, and 7 monographs and guides.<\/p>\n

Awarded the LE GRAND PRIX EUROPEEN DE LA QUALITE (Geneva, Switzerland, 2013) and \u201cMedicine of the Nation\u201d (2021) medals and the Order of Kurmet (2024).<\/p>\n

She has management experience working at a polyclinic in Almaty. She is a member of the Association of Healthy Lifestyle Specialists and Primary Health Care Specialists. Actively participates in intra-university and international research projects as an expert and principal investigator. Author of more than 30 scientific publications in national and international peer-reviewed journals, as well as a monograph recommended by the RCRZ MES RK. She holds certificates of entry in the State Register of Rights to Copyrighted Objects, including the project \u201cIntegrated Training Based on an Interdisciplinary Approach\u201d and the SmartMedNurse computer program. She regularly participates in Kazakhstani and international conferences on public health issues.<\/p>\n

Author and co-author of about 70 scientific and educational works, including 2 monographs, 1 textbook, 10 teaching aids, and 2 methodological recommendations. Published more than 30 reports at national and international conferences. In 2025, she co-authored the monograph \u201cEmotional well-being and life satisfaction of medical workers.\u201d She is the coordinator and person responsible for the educational process within the EMBA educational program \u201cBusiness Administration in Healthcare.\u201d<\/p>\n

For her contribution to the development of science and education, she has been awarded honorary diplomas from the Ministry of Education and Science of the Republic of Kazakhstan and the S.D. Asfendiyarov Kazakh National Medical University, as well as the Altyn Ustaz award.<\/p>\n

Actively engaged in methodological work: developer of educational programs for the bachelor’s degree in Management, the master’s degree in Science and Education in Healthcare Management, as well as MBA\/EMBA programs in Healthcare Management. She is an expert at the National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan on the development and evaluation of entrance test assignments for master’s programs in \u201cHealthcare Management\u201d and \u201cNursing.\u201d She participated in the international project ERASMUS+ LMQS (Licence, Master professionnels en formation ouverte et \u00e0 distance pour le management strat\u00e9gique de la qualit\u00e9 et la gestion des risques en sant\u00e9 en Russie, au Kazakhstan et en Azerba\u00efdjan). Her scientific activity includes more than 80 publications, including 1 monograph, 13 textbooks on economics and management in healthcare, and more than 20 reports at national and international conferences. Teaches the course \u201cMarketing and Logistics in Healthcare\u201d as part of the EMBA educational program \u201cBusiness Administration in Healthcare.\u201d<\/p>\n

She has been awarded a letter of appreciation from the Ministry of Health of the Republic of Kazakhstan for her contribution to the development of education.<\/p>\n
