Annual President’s letter RK of N. Nazarbayev to the people of Kazakhstan “Third upgrade of Kazakhstan: global competitiveness” of January 31, 2017, it was brought to attention to the audience consisting of students of curator groups and PPS of department. The purpose of the action which took place in 7.02.2017 at department of public health care, was to acquaint the main priority objectives in the social and economic sphere of society, as it was presented during the report of the student of OZ12-004-2 of group Amanbayeva M. M.
“Dear Kazakhstan citizens! The country with honor passed the 25-year stage of development. We are proud of the country. Within the celebration of the 25 anniversary of Independence we noted achievements and progress of Kazakhstan. They are well-known and are highly appreciated by the world community. Since the beginning of 2017 Kazakhstan became the non-permanent member of the UN Security Council. This year in Astana there will take place the international exhibition “EXPO-2017″. We the first among the CIS countries and Central Asia hold global so significant event. In Almaty sports meets within the Universiade-2017 in which more than 2 000 athletes and members of delegations from 57 states participate started. And, all this is result of the correct political way and high authority of Kazakhstan on the international scene” – so there began the text, the President of Kazakhstan Nazarbayev N. A., in the next annual message to the people of Kazakhstan.
Kazakhstan shall enter into number 30 of the developed states of the world by 2050. We surely go towards this aim.
The first priority designated the accelerated technological upgrade of economy. I.e. cultivation of the new industries which are created using digital technologies. It can become a vvazhny complex task on the name “Digital Kazakhstan”.
The second priority – cardinal improvement and expansion of a business environment. One of our strategic objectives is providing by 2050 a contribution of small and medium business to GDP of the country at least 50%. Ambitious, but attainable aim.
The third priority – macroeconomic stability. A key task is recovery of the stimulating role of monetary policy and attraction of a private equity in financing of economy here.
The fourth priority – improvement of quality of a human capital.
The fifth priority – institutional transformations, safety and fight against corruption. A lot of things in fight against corruption will depend on active participation of all society. With development of social networks and other media resources general unacceptance shall become the powerful tool in anti-corruption.
It is also necessary to note that in modern conditions the mankind faced terrorism growth. Questions of fight against financing of destructive forces and communications with the foreign terrorist organizations are key here.It is necessary to carry out work on the prevention of promotion of religious extremism, including on the Internet and social networks. It is necessary to create in society zero tolerance to any actions connected with radical manifestations, especially in the sphere of the religious relations. All these measures shall be considered in the developed State program on counteraction to religious extremism and terrorism for 2017-2020.
During the action the Draft of the program of introduction of amendments to the Constitution of RK is also listened and discussed. In analysis of the bill of the Republic of Kazakhstan submitted for discussion “About modification and additions in the Constitution of the Republic of Kazakhstan”, participated, led by curators, all members of curator groups.
From the proposed amendments the very first changes concern article 26, and specifically first two points where it is told about a private property. In the operating version of the Constitution there is a point according to which citizens of RK can have a private property, and in new option it is about everyone. There is no disaggregation on civil accessory.
“In article 44 two points – 8 and 9 which concerned first of all approval of state programs were excluded. Earlier this responsibility lay on the President of the republic, and in the new version the President restacks these tasks on the government. Thereby the important approval function of state programs will be transferred to the government.
Also in the draft of the program of introduction of amendments to the Constitution of RK it is offered to reduce a zone of responsibility of the President in case of appointment of ministers. In new amendments the President reserves the right to appoint only the Minister of Foreign Affairs and the Minister of Defence.
Important changes, concern changes in article 70. Here specifically it is about the procedure of abdication of the government.
“According to the current version of the Constitution the government resigned the authority before the newly elected President, and now if amendments are adopted, the government will resign the authority before newly elected Mazhilis of Parliament. Thereby the role of Mazhilis amplifies, so the importance of parliamentary elections increases. Also, if earlier the prime minister reported on the main activities and decisions of the government only on the President, then now the prime minister will be obliged to report also on Mazhilis of Parliament”.
Speaking about expert evaluations of political scientists concerning the project, it should be noted the following: “It is a major step forward. Cardinally powers of Parliament increase. The government will be appointed and retire not before the President, and before Parliament of the country. The parliamentary majority will create the government. The presidential decrees which are valid the law are cancelled. The role of Parliament on control over regional and executive authorities will be raised. Specifically, akimats will report to Parliament. This redistribution of powers actually essential. We really pass to a presidential and parliamentary form.The openness and transparency of the authorities increases”.
