About department

The Department of Medical Law of the Kazakh National Medical University named after S.D.Asfendiyarov was established in 2018. Since 2019, Lidiya Bogatyreva has been the head of the Department of Medical Law. In 2023, she successfully defended her dissertation for the degree of Doctor of Law at the Varna Free University on the topic: “Organization of the healthcare system: problems of legal regulation in the context of a pandemic of infectious diseases”. In addition,  L. Bogatyreva combines scientific, teaching and practical activities, representing the interests of the university in court, and also specializes in protecting the rights and legitimate interests of medical professionals.

The department trains students at the bachelor’s, internship, master’s, and doctoral levels. Currently, the faculty of the department is represented by practicing specialists who combine scientific, educational and practical activities. Together with the Department of Jurisprudence of KazNPU named after Abai, the Master’s degree program “Medical Law” has been developed and is being launched.

The purpose of the department’s activities

Implementation of legal training for medical and pharmaceutical workers, providing future medical and pharmaceutical workers with an optimal amount of legal knowledge that allows them to make reasoned decisions of a legal nature in carrying out their professional activities.

Currently, the medical community is more aware than ever of the need to possess medical and legal knowledge. The rapid development of modern legislation, increased requirements for the provision of high-quality medical care, and the facts of adverse outcomes of medical intervention strongly indicate the need to improve legal knowledge in the medical profession.

 Today, it is difficult to overestimate the importance of legal knowledge for medical professionals. In this regard, the development of educational, methodological, scientific and practical support for the legal training of medical and pharmaceutical workers, improving the organization of the educational process for teaching legal disciplines at a medical university is becoming particularly relevant.

The main tasks of the department are:

  • Implementation of educational, educational, methodical and scientific work
  • Organization and conduct of scientific research
  • Study and use of domestic and international experience in healthcare personnel training
  • Creating the necessary conditions for obtaining high-quality education aimed at the formation of a professionally competent personality
  •  Implementation of the youth policy of the Republic of Kazakhstan and KazNMU named after S.D. Asfendiyarov
  • The development of creative, spiritual and physical abilities of the individual, the formation of solid foundations of morality and healthy lifestyle
  • Fostering citizenship and patriotism in students
  • Instilling students with moral and psychological readiness to perform work in their specialty
  • Development of educational literature and teaching materials
  • Compliance with the principles and norms of the legislation of the Republic of Kazakhstan and internal regulatory documents
  • Implementation of a 3-language learning program
  • The introduction of innovative learning technologies in the educational process of legal training of medical education specialists
  • Improving the quality of specialist training through the implementation of practice-oriented training, the use of new achievements in legal science and practice in practical classes, when students perform practical tasks and cases, and the organization of independent work
  • Improving the forms and methods of independent work of students, increasing the demands of teaching staff for this type of educational work
